As per RAW a cone of 15 ft reaches out as far as the range says. And people usually present it as hmm... Better with a picture. The 15 ft in the middle, diagonally. .

Hello, have been using Fantasy Grounds for several months and just realized the cones/arcs in FG (90 degrees) are too wide for 5e spell cones! Spell effect arcs in 5e are defined as "A cone's width at a given point along its length is equal to that point's distance from the point of origin" (pg 204 PHB). A standard cone has a flat base. The PF cone does not. Look at the templates. The outer end of the cone (the base) is not flat. It extends 30' in a 90 degree arc from the point of origin. It does this three dimensionally, as Sean K Reynolds has clarified on the Paizo boards. I think the 3.5 cone was the shape you describe though.A cone only has one flat surface, its circular base.
